Luther Manor Congregate Living


These apartments are subsidized by Department of Economic and Community Development (DECD) & Connecticut Housing Finance Authority (CHFA) have the most flexibility for people who wish to live independently, yet have access to some support services. You’ll enjoy a lifestyle that combines the personalized assistance and care you need to remain as independent as possible. Apartment Features

  • Registered nurse (RN) is on site during regular business hours and on call during non-business hours and weekends.
  • 24 hour Certified Nurse Assistant (CNA) staffing
  • 24 hour front desk staffing
  • Open floor plan allows for easier handicap accessibility
  • Accessible bathroom designed for easy movement and safety
  • Kitchenette with refrigerator, stove and oven
  • Fire Alarm and sprinkler system for enhanced safety
  • Easily accessible washers and dryers for personal use
  • Weekly housekeeping
  • Personal Emergency pull cords located in bathroom and bedroom
  • Individual climate control
  • Professional social worker to coordinate vital services for resident
  • One meal per day served at noon in restaurant style dining room
  • Optional additional meals may be purchased
  • Utilities are included (except for cable TV and phone)
  • Pet Friendly - (please ask about our pet policy)

Eligibility Requirements

  • 62 years of age and older
  • Annual income may not exceed $62,600 for individuals
  • Annual income may not exceed $71,550 for couples
  • No asset limit (however, interest on assets must be included as income) 

Monthly Fees

Based on adjusted gross income – calculated using a state determined formula. The monthly fee includes Congregate services so it is NOT a straight 30% like in the HUD program.

Services Available

Assisted Living Services can be requested (assistance with personal care, medication management, safety checks, escorts to meals and activities, etc.) Additional fees or DSS subsidy may apply. Community based services (CHCPE) are also a possibility. Applicant/resident must be approved to receive services.
